The Kenya counter-terrorism Agency said it foiled an Al shabab attack in Nairobi after long surveillance to the terrorists elements.
The Agency said;

Months of surveillance and covert intelligence gathering on a terror network operating within the Dadaab refugee camps led to the recovery of arms and ammunition including 600 bullets, pistols, grenades, explosives, and drugs all destined for targets in Nairobi.
The terrorists, who had planned to carry out the attack during the month of Ramadhan, were also exploring possibilities of kidnapping foreigners and hijacking vehicles.
Nairobi remains safe because of the brave young men and women in our security agencies who spend long hours tracking down dangerous terrorists and criminals.
But why now?.
Kenyan President William Ruto announced that the Border between Nairobi and Mogadishu will be reopened next April after fifteen years of closure of terrorists attacks.
Recent years there were not frequent attacks inside Kenya, but when Ruto announced to reopen the Border Security agencies says they foiled terrorists attacks in Dadab refugee Camps.
The question remains is why now?.
