Hassan Attar: the non-practising Muslim fighting for ISIS in Somalia.

The Times and Sunday Times revealed the story of Hassan Attar, a Dutch national of Turkish origin, whose personal collapse and radicalization eventually intersected with Puntland’s determined war against ISIS in the Calmiskaad mountains.

 

Born in Eindhoven, Attar describes himself as autistic and a non-practising Muslim. A troubled life led him into drug-related crime and prison, where exposure to extremist inmates and ISIS propaganda pushed him toward radicalization. After his release, he claims his Dutch citizenship was revoked on security grounds.

 

Seeking meaning and escape from despair, Attar moved to Turkey, where ISIS recruiters targeted his vulnerability. He was promised money, housing, marriage, medical care, and dignity under the so-called caliphate. Believing those lies, he traveled to Somalia and was taken into ISIS-controlled Calmiskaad.

 

Reality quickly shattered the illusion. His documents and money were seized, he was confined to mountain caves, and subjected to exhausting training, indoctrination, and harsh punishment. Attempted escape was impossible. His experience mirrors how ISIS operates: deception first, coercion later.

 

While Attar was trapped, Puntland intensified its long-standing fight against ISIS. In December 2024, the Puntland Defense Forces launched Operation Hilaac, an intelligence-driven offensive aimed at eradicating ISIS from Calmiskaad. Hideouts were destroyed, supply lines cut, and escape routes sealed on land and sea through coordinated ground and maritime operations.

 

As pressure mounted, Attar was relegated to logistics and repeatedly tried to flee. In June 2025, Puntland forces captured him while he was fetching water, bringing his journey to an end.

 

Attar’s downfall reflects ISIS deception. Puntland’s success reflects resolve. Operation Hilaac proved that disciplined forces, strong intelligence, and unwavering commitment can dismantle terrorist networks – and deny ISIS any future in Puntland.
