The Security Council report identifies secessionist Somaliland as a key transit hub in the movement of ISIS foreign fighters into Somalia.
According to the document, recruits estimated at 300–500 are moved through international air hubs into Ethiopia, then routed through Somaliland and Jigjiga before reaching Puntland.
From there, ISIS transfers them to training camps in the Cal Miskaat Mountains, including Buurta Istiqbaalka.
The report links the physical expansion of ISIS in Somalia directly to these unchecked transit routes, highlighting a serious regional security failure rather than isolated incidents.
On other hand Somaliland is supporter of Al shabab mainly fight south Central Somalia, mostly Young people and even schoolers from the breakaway region join Al shabab and announce jihad against federal government of Somalia.
